Who licenses what
Boards, meetings & contacts
Contractors are licensed by the State Licensing Board for Contractors; plumbers and gas fitters by the State Plumbing Board until its licensing joins LSLBC on January 1, 2027; individual electricians by their parish or city. Meeting dates and contacts below are as published for 2026.
Commercial Board
The Louisiana State Licensing Board for Contractors — established 1956 by Act 233 — licenses commercial contractors and the mold remediation license. Its 19 members are appointed by the Governor. Commercial licenses run on the anniversary of issuance with 1-, 2- or 3-year terms elected at renewal.
Decides: commercial applications, classifications (Building, Highway, Heavy, Municipal, Electrical, Mechanical, Plumbing, Hazardous Materials, the specialties), mold remediation, hearings and civil penalties.
Residential Contractors Subcommittee
A five-member subcommittee of the Board decides the residential license (construction over $50,000; classifications 9, 9.1 Residential Swimming Pools and 9.2 Residential Roofing) and the home improvement registration ($7,500 to $50,000 on existing residences).
Residential and home improvement licensees carry general liability of $100,000 and workers’ compensation, with certificates emailed by the agent to insurance@lslbc.gov at application and renewal.
The State Plumbing Board transition
The State Plumbing Board of Louisiana (spbla.com) licenses plumbing apprentices, residential plumbers limited, journeyman and master plumbers, journeyman and master natural gas fitters, and the WSPS and medical gas endorsements under La. R.S. 37:1361 et seq. and LAC 46:LV. Act 908 of the 2026 Regular Session transfers plumbing licensing and regulation to LSLBC, fully effective January 1, 2027.
The Plumbing Board’s offices moved to LSLBC at 600 North Street, Baton Rouge on September 1, 2026 (interim hours Mon–Thu 7:00–3:30; phone 225-346-6352). Licenses still renew yearly by December 31 with CPE — 3.5 hours for residential limited and inactive masters, 5 hours for active masters; apprentice registrations carry no CPE. Reciprocity for journeymen remains limited to two neighboring states.

Parish and city electrical licensing authorities
Louisiana has no statewide journeyman or master electrician license. Parishes and cities license individual electricians, most using the statewide PSI electrical exam (80 questions, 4 hours, open book, 70% to pass). The State licenses electrical contractors through LSLBC — classification 5 Electrical, projects over $10,000.

Inspection & Code Enforcement
Class A, B and C electrical licenses through the Department of Inspection and Code Enforcement, using the statewide PSI exam.
City-Parish electrical licensing
East Baton Rouge runs its own electrician licensing program for work in the parish.
City of Shreveport
Shreveport licenses electricians working in the city through its own program.
Working across parish lines? Each parish or city card is local. An electrical contractor doing work over $10,000 anywhere in the state also needs the LSLBC commercial license with classification 5. Electrical licenses in the catalog.
Board meetings
All meetings in the LSLBC Board Room, 600 North Street, Baton Rouge. No meetings in July. Hearings continued to a meeting date are heard there.

Report unlicensed work
Contracting without the license the law requires is a misdemeanor under La. R.S. 37:2163, and the Board may assess civil penalties under La. R.S. 37:2164. Investigators work by region across the state — Northwest, Northeast, Central, Acadiana, Southwest, Capital and Greater New Orleans / Northshore.
To report: call the Board at 225-765-2301 or reach it through lslbc.gov ↗ with the contractor’s name, the job address, the contract value and any paperwork. Before you report, check the register — the licensee may hold the license under a legal name that differs from the trade name.
